Shri Shivraj V. Patil (born October 12, 1935) is the Union Minister of Home Affairs in the Manmohan Singh government. He belongs to the Indian National Congress party.
Early Life
Patil was born in 1935 in the village of Chakur in the Latur district (Marathwada region) of Maharashtra. He attended Osmania University, Hyderabad, earning a graduation degree in Science and studied Law at the Bombay University. During 1967-69, he was involved in local government (Latur Municipality).
Patil belongs to the Lingayat community spread across Karnataka, Maharashtra and Andhra Pradesh. He married late Smt. Vijaya Patil in June 1963.

Shivraj Patil outside the Indian Parliament
Shivraj Patil is the Union Home Minister in the Manmohan Singh government. He belongs to the Indian National Congress. He became Home Minister in 2004.
A former Lok Sabha speaker (1991-1996), Shivraj Patil lost in the 2004 polls from Latur constituency in Maharashtra, but has still landed up the second most important position in the Union Cabinet -- that of the Home Minister.
First inducted in the Indira Gandhi-led government in 1980-82 as Minister of State for Defence, he was given independent charge of the Commerce Ministry between 1982-83, from where he was shifted to Science and Technology.
In the Rajiv Gandhi government, he was Minister for Personnel, Defence production and later held independent charge of Civil Aviation and Tourism.
He has also held a number of important positions in the party ever since Sonia Gandhi took over the presidentship of the party. He largely known for introducing the The Outstanding Parliamentarian Award,
And he comes to the Union Cabinet with substantial legislative experience and has that unique distinction of being Speaker of both the Maharashtra Assembly and the Lok Sabha. He attended

BANGALORE: Deputy Leader of Congress party in the Lok Sabha Shivraj Patil's daughter, Sapna B. Patil (35) committed suicide at her husband's house in Bangalore's posh Vasanth Nagar area on Tuesday afternoon.
Sapna was married to Basavaprabhu S.Patil, a practising advocate at the Karnataka High Court and the younger son of Supreme Court Judge Justice Shivraj Patil. She hanged herself to death with a sari from the ceiling fan in their bedroom.
"We are yet to ascertain why she committed suicide," the police said. The mother-in-law and maid servant who saw her, rushed to the hospital, but she was declared dead on arrival, the police said.
Chief Minister S.M. Krishna visited Mahaveer Jain Hospital where Sapna was taken after she was found hanging. He consoled the family members.
Sapna, who is a law graduate married Basavaprabhu in 1994 when her father was the Lok Sabha Speaker. She practised as an advocate at the Karnataka High Court for a while after marriage, before she quit.
The Patils have a 6-year-old daughter and 10-day-old son. The former Lok Sabha speaker and his family members arrived in Bangalore late on Tuesday night. Post-mortem will be done at the Bowring Hospital on Wednesday.
After her delivery, she had developed suicidal tendencies, the police added.

BANGALORE: The final rites of Sapna Basavaprabhu Patil, daughter of former Lok Sabha Speaker Shivraj Patil, was performed at her in-law's farmhouse in the outskirts of Bangalore on Wednesday.The police handed over Sapna's body to her family members after the post-mortem examination on Wednesday. Sapna's father, Shivraj Patil, father-in-law Justice Shivraj Patil who is the sitting judge of the Supreme Court, husband Basavaprabhu Patil, a practising advocate at the Karnataka High Court, religious heads, dignitaries, ministers, politicians,
other members of the family and friends were present at the burial ceremony.
It is learnt that the former speaker's family members have told the DCP (Central) Gopal B.Hosur that they have no complaint against Sapna's husband and his family members over her suicide.
"We have not registered any case against the husband or his family members. After the post-mortem report comes, we will file a report to the court," a senior police officer said.
Sapna, mother of a six-year-old daughter, delivered a baby boy recently. She killed herself at her husband's house in Vasanthnagar on Tuesday and post-natal depression is said to be the reason behind the suicide.
Sapna who graduated in law from Mumbai married Basavaprabhu in 1994 and came to Bangalore.

During the tenure of his Speakership of Lok Sabha, India had the privilege of hosting in New Delhi
as many as four major International Parliamentary Conferences, viz. (i) 37th Commonwealth
Parliamentary Conference, September 1991; (ii) 89th Inter-Parliamentary Conference, April 1993;
(iii) Sixth Commonwealth Parliamentary Seminar, January 1994; and (iv) First Conference of the

Ritu Singh, daughter of senior Congress leader Natwar Singh, who reportedly committed suicide by hanging herself in her bedroom last evening was cremated today at the Lodhi Road crematorium here .
The pyre was lit by her elder brother, Jagat Singh, whose estranged wife Natasha Singh had also committed suicide less than two months ago by jumping from the terrace of the Hyat Regency hotel here. The cremation was attended by Ritu’s maternal uncle and Chief Minister of Punjab, Capt Amarinder Singh, Mr Bhajan Lal, Mr Ashok Gehlot, CM of Rajasthan, Mr Salman Khursheed,
Mr Bansi Lal,
Swami Agnivesh and other senior leaders and bigwigs of the Capital.
Ms Priyanka Gandhi and the Vice-President of India, Mr Krishan Kant, visited Natwar Singh’s House to console the family last evening.
The cremation was done after a post-mortem was conducted by a panel of three doctors in Safdarjung Hospital. The post-mortem report confirmed that Ritu Singh died due to hanging from a cupboard in her room.
The post-mortem was completed by 1 pm after which the body was taken to Natwar Singh’s house in Vasant Vihar. After the rituals, the body was taken to crematorium at 3.45 pm and consigned to flames after 15 minutes.
Meanwhile, the South-West district police has started investigations to know the reasons that led Ritu Singh to commit suicide. As no suicide note was recovered from her possession, it has questioned relatives, friends, acquaintances and the domestic help to ascertain the cause of her taking such an extreme step. The investigators are also planning to talk to Ritu’s friends in London where she had been taking treatment for depression for the past around 10 years.
The police said that family members believed though Ritu was a patient of depression, her mental state did not suggest that she could have committed suicide.

More than six years after Shankar Guha Niyogi was murdered in the dead of the night, his ashes still await immersion. His comrades in the Chhatisgarh Mukti Morcha (CMM), the movement of workers and peasants that he led for nearly two decades, decided that his ashes would be immersed only when his killers were punished. The recent decision of the Madhya Pradesh high court means that the struggle for justice will not end very soon.
The high court has exonerated all the six accused, claiming lack of evidence of their involvement, and in doing so has struck down a judgement of the addl. district and sessions court finding all the six guilty. The lower court found enough evidence to award the death sentence to the man who fired the gun and life sentences to the other five, including two prominent industrialists charged with planning and funding the murder. The order painted a chilling picture of the series of murderous attacks on CMM workers organised by the local industrialists, culminating in the murder of Niyogi.
This judgement was no less than historic in a country where murderers, rapists, and criminals of all hues get away with impunity, and the bigger they are, the easier they escape. This was reversed by the Madhya Pradesh high court to restore "justice" Indian-style.
Why was Comrade Niyogi killed? The answer to that lies in the movement of mine workers, industrial workers, peasants and agricultural labourers he led, the Chattisgarh Mukti Morcha, a movement which laid the basis for a new kind of society in the heart of India.
Chattisgarh, comprising seven eastern districts of Madhya Pradesh, is one of the wealthiest and one of the poorest regions of
Its densely forested hills have some of India's richest deposits of iron ore, coal, bauxite and many other minerals, as a result of which a large number of mining and mineral-based industries, both public and private sector, have sprung up there. Yet, with only 12% of its agricultural land irrigated, drought is a frequent visitor and every year thousands of desperate rural families migrate to the ever-burgeoning slums of its industrial centres, increasing the pool of cheap labour there. 90% of its industrial workforce consists of contract labourers, earning starvation wages and living and working in the most inhuman conditions imaginable.
One of the most industrially developed parts of Madhya Pradesh, it is also one of the most backward in terms of per capita income, average literacy levels and the health of its people. In other words, Chattisgarh is typical of the Indian ruling classes' vision of development as plunder -- a rich, fertile region transformed into an environmental and human disaster zone.
It was this destructive vision that Niyogi and the CMM challenged. The CMM grew out of a spontaneous strike of the manual workers of the Dalli Rajhara iron ore mines in June 1977. The workers were demanding that their work and living conditions be improved and that fallback wages be paid to them in times of no employment. The Dalli Rajhara mines were captive to the public sector Bhilai Steel Plant, so the workers were directly taking on the government.
Shankar Guha Niyogi, who had just emerged from prison after the emergency, joined this struggle. As a worker in the Bhilai Steel Plant, he had been actively involved in trade union struggles and had been arrested and tortured by the police several times in the past. On June 3, the police came to arrest Niyogi and when the workers resisted, they were fired upon. Eleven workers were killed and many more injured. Niyogi was arrested again and curfew was imposed. Many workers had to flee their homes to escape the reign of terror that began.
But the struggle went on and 15 days later, the management was forced to meet the main demands of the workers. Out of this was born the Chattisgarh Mines Shramik Sangh (CMSS). What was remarkable about the CMSS was that it refused to remain just another trade union fighting for economic demands, but struggled to change the lives of the workers at every level. While it fought for wage rises and housing allowances, it also began anti-liquor and anti-gambling campaigns, with the support of women workers.
Liquor was a major social problem, swallowing up wages and destroying families, as the long hours of hard physical labour drove many miners into its arms. The CMSS was successful in the anti-liquor struggle, because it did not stick to only breaking up liquor dens, but was actively building a new society in Chattisgarh. Workers themselves were organising and building schools and a hospital.
Cultural programmes like bhajan and folk song performances and street theatre were organised on a regular basis. Hardcore addicts were allowed a small amount of alcohol, but were fined if they had more than this. At first, this fine of Rs. 50 to Rs. 100 was secretly returned to the wife of the offender, but when this became known, drinkers began taking advantage of it, so real fines were imposed. Most importantly, with workers actively involved in building their future, the need to drown the present in alcohol was reduced. As a result, a large majority of the workers there have kicked the habit.
Because of the CMSS's struggles, the average daily wage for piece-rate work has risen from Rs.4/- in 1977 to Rs.72/- in 1989-90. Where almost none of the children of manual miners went to school before 1977, now almost all do. In the words of an activist of the organisation, Ahmad Qureshi,
"Five years ago, a miner's family cooked only one meal every day - at night after returning home from a hard day's work. The meal consisted of rice-dal, and vegetables were a rarity reserved only for festive occasions. The leftover of this rice preparation, known as 'basi' [stale] were consumed the next day to assuage the pangs of hunger. On this sparse diet, a miner had to work nearly thirteen hours everyday. Besides, in many families, the children did not recognise their fathers, since he left early in the morning when they were asleep and returned late in the evening."
But steps were taken to battle siphoning off of drought-relief funds by government officials and succeeded in getting villagers the relief meant for them. The words "peasant-worker unity" became a reality, not just a slogan. When mine workers are on strike today, villages nearby send sacks of rice to help them survive. When mine fires destroyed the fields of some villagers, the union fought for and succeeded in getting compensation for them, as well as did protective work to prevent this from happening again. Today it is a two-storeyed, 50-bed hospital with an operation theatre, pathology laboratory and labour room, which patients from four districts come to. It uses only drugs listed in the World Health Organisation list of essential drugs, avoiding all banned or possible dangerous drugs. It provides free medical attention during strikes and has been at the forefront of organising relief during floods and droughts.
Many of the mine workers received training in health and work in the hospital after their day in the mines is over. Other work as volunteers in health campaigns all over the area and help in bringing out booklets on basic healthcare in simple language. This hospital has played a major role in making the medical sciences accessible and understandable to the people. Moreover, it attacks one of the most ingrained beliefs of our caste-ridden society, that intellectual work is the domain of a select few, which those who do physical labour cannot aspire to.
Space would not suffice to list the large number of issues the CMM has taken up, ranging from the fight for basic facilities like water and sanitation to tree plantation drives and campaigns against deforestation. In 1990, it started a major agitation, demanding that the 120 or so medium and small scale industrial units in Bhilai, which employed contract labour, pay a living wage (jeenelayak vetan) and regularise the services of the workers.
This was a serious blow for the local industrialists, attacking the very basis of their high profits - the ultra-cheap labour that made their production costs so low. Those particularly threatened were the Simplex Engineering and Foundry Works, one of the largest concerns there with 6 units and an annual turnover of over Rs. 80 crores, the Bhilai Engineering Corporation (owned by B R Jain of havala scam fame), and the Kedia and BK industrial groups.
The Simplex group, owned by Moolchand Shah (one of the two industrialists accused in the Niyogi murder case), is known for its close ties to the Bharatiya Janata Party and has financed the election campaigns of many BJP candidates. Several other industrialists in the Bhilai Industrialists Association, which has been spearheading the opposition to the CMM, are also close to the BJP. [See box]
Under the BJP's Sunderlal Patwa state government in Madhya Pradesh, a reign of terror was unleashed upon the CMM by the state adminstration as well as the mining mafia. At least 4,600 workers of various units, who were members of the CMM, were fired from their jobs. Arbitrary arrests of activists began. On several occasions, workers were forcibly confined within factories by the goons of the management, forced to work overtime and threatened with dire consequences if they continued the struggle.
Women workers were molested and threatened with rape, and many activists, including Niyogi, received death threats. One of the CMM's leading activists, Uma Shankar Rai, was nearly killed in a brutal attack.

IMAGINE IF your gynaecologist was a glamorous model and former Mrs. World, brand ambassador for a big company, turning down film offers left and right, in a position to be selective, waiting for the "right one" to come along. It seems hard to reconcile and Aditi Govitrikar's given up trying. The green-eyed model, who shot to fame after winning the Mrs. World title, trained to be a gynaecologist, but gave up medicine for the glamour and klieg lights of the modelling world. Among her endorsements is the position of brand ambassador for Kaya Skin Clinic. "I travel a lot and I really enjoy this industry," she says.
She plans to go back to medicine at a later date, but to cosmetic dermatology, her new area of interest. Aditi is confident that when she goes back to medicine, people won't dismiss her as a former model. "It all depends on what you deliver, and already now as a model I have so many people coming up to me with skin queries, so doing cosmetic dermatology will bring my two loves together, medicine and modelling."
First love
Medicine has always been her first love though, and that's what makes her sure she wants to return to it. "My father insisted I study hard and get a seat on merit," she recalls. "Medicine gives you so much stimulation and satisfaction..." She agrees that she misses academics, but is quick to jump to the defence of the glamour industry. "People always think that models are dumb," she says, "but that's not true at all. To be successful at anything you have to be intelligent." And the more academic stimulation comes from the conversations with her surgeon husband. And, of course, by keeping in touch with medicine through the work at Kaya skin clinics.
Kaya has opened three branches in Bangalore, adding to their chain of clinics in other metros to give skin care treatments. The treatments are dispensed by dermatologists and always begin with a "skinscription" — a way of determining your skin type and the condition of your T-zone.
